Pharmacist (Program Manager, Informatics)

Location: Honolulu, Hawaii

A doctoral degree in Pharmacy that is recognized by the Accreditation Council for Pharmacy Education (external link) (ACPE) or an accrediting body recognized by the U. S. Department of Education (external link) at the time the degree was obtained.

Applicants must be licensed to practice pharmacy in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States

Applicant's qualifications background must demonstrate the knowledge, skills, abilities, and competencies necessary to perform the work of the position. Pharmacy work requires knowledge of the use, clinical effects, and composition of medications, including their chemical, biological, and physical properties. Qualifying professional pharmacy experience may involve, but is not limited to:

Dispensing medications prescribed by physicians and other health practitioners and providing information to health practitioners and patients about proper usage of medications and side effects;
Evaluating medication use patterns and outcomes for patients in hospitals or managed care organizations;
Performing administrative, c onsultative, or staff advisory work for a medical facility's pharmacy program;
Planning, monitoring and evaluating medication programs or regimens;
Establishing medication-handling procedures for the storage and preservation of medications;
Researching medical literature and/or clinical medication information to provide accurate responses to inquiries; and/or
Maintaining all medication records required by law.

Basic Requirements for the GS-13 and above Grade Levels
In addition to the licensure and educational requirements described above, a minimum of one year of professional pharmacy experience that is equivalent to at least the next lower grade level.

Medical Requirements
Applicants must be able to distinguish basic colors.




Preferred Qualifications:
A. Meets the age specific competency as outlined in the "Competency Assessment Plan". Meets the general competencies as outlined in the "Competency As sessment Plan", which includes the following:

1.Knowledge of proper infectious disease precautions/procedures.

2.Knowledge of Fire/Safety/Emergency/Hazardous Material Procedures.

3.Knowledge of Medical Center Quality Assurance.

4.Knowledge of the appropriate responses for initiating CPR.

5.Knowledge of the principles of information management.

6.Knowledge of the customer service standards and interpersonal skills.

7.Knowledge and skill to meet the position specific competencies as outlined in the "Competency Assessment Plan ".

B. The ability to communicate effectively in consultative roles with physicians, allied health care professionals, and counsel patients on drug therapy is essential to the accomplishment of the pharmacy mission.

C. The pharmacist will review and evaluate medication therapies and recommend viable alternatives to the providers on problems concerned with drug regimens. The di fficulty and complexity of the pharmacist's responsibilities are compounded by personal contacts with an ambulatory patient population who are (a) usually severely handicapped and/or mentally/physically ill or (b) arbor/manifest attitudes of depression, resentment or anger which may present emotional/physical stress factors. It is requisite that courtesy, tact, discretion, resourcefulness, initiative and a sympathetic understanding of the patient's manifested behavior are exercised at all times.

D. A wide range of knowledge of parenteral and oral forms of medication and their uses, interactions or incompatibilities with other drugs, dosage forms, recommended dosages, and basic pharmacology is required. A thorough professional knowledge of theory and application of aseptic techniques is essential to the preparation of parenteral admixtures. The ability to communicate effectively in consultative roles with physicians, allied health care professionals, and counsel pati ents on drug therapy is essential to the accomplishment of the pharmacy mission.
